The mission of the New Hampshire Behavioral Health Workforce Center is to help make NH one of the best places in the country to train and practice behavioral health care!
Our work is guided by a multi-stakeholder Leadership Council. Leadership Council representatives provide expertise in behavioral healthcare delivery and representation of / connection to all rural regions of the state. Here are our current representatives:
Steve Beals, CAGS (Principal, Alvirne High School) – Representing NH school administrators.
Karen Beinhaur, MSN/ED (CNO, New London Hospital) - Representing the Upper Valley and former Integrated Delivery Network 1.
Laura Donica, M.Ed., NCC (School Counselor, Indian River School & President Emeritus, NH School Counselors Association) – Representing NH school counselors and providing expertise in school-based counseling.
Carissa Elphick (Director of Human Service Programs, Partnership for Public Health) – Representing the Lakes Region and former Integrated Delivery Network 5.
Ayla Kendall, MS (Peer Integration Specialist, Bureau of Mental Health Services, NH Department of Health & Human Services) – Providing expertise in Peer Certification.
Sally Kraft, MD, MPH (Vice President of Population Health, Dartmouth Health) – Providing expertise in Population Health.
Richard Lavers (Deputy Commissioner, New Hampshire Employment Security) – Providing expertise in Workforce Development.
Kattie McKinnon, MA (SAP Coordinator, White Mountains Regional High School) – Representing NH School Counselors and providing expertise in school-based counseling.
Jennifer Murphy (Director of School Counseling, Kennett High School) – Representing NH school counselor directors and providing expertise in school-based counseling.
Gregory Norman, M.S. (Senior Director of Community Health, Dartmouth Health) – Providing expertise in Population Health.
Roger Osmun, Ph.D. (President & CEO, West Central Behavioral Health) – Providing expertise in Community Mental Health.
Angie Raymond Leduc, MBA, CPS (Manager of the Injury Prevention Center, Dartmouth-Hitchcock Medical Center) – Providing expertise in suicide prevention and population health.
Susan Seidler (Executive Director, Stepping Stone Peer Support Center, Next Step Peer Support Center) – Providing expertise in Peer Support.
William Torrey MD (Professor and Interim Chair Department of Psychiatry at the Geisel School of Medicine, Dartmouth Health) – Providing expertise in Behavioral Health.
Kristen van Bergen-Buteau, CPHQ (Director of Workforce Development & Public Health Programs, North Country Health Consortium) - Representing the North Country and former Integrated Delivery Network 7.
Tricia Zahn, MPH (Director of Community Strategic Partnerships, Cheshire Medical Center) – Representing the Monadnock Region and former Integrated Delivery Network 1.

Current Funding: The NH Behavioral Health Workforce Center is supported by a Cooperative Agreement from the Health Resources and Services Administration (HRSA). The funding is designated to improve the behavioral health workforce in the rural 'Northern Border Region' of the United States. The NH team works closely with colleagues from the other Northern Border Regions including teams from Maine, Vermont, and upstate New York.
Fiscal Stewardship: Fiscal stewardship of the HRSA Cooperative Agreement is provided by Dartmouth Health. Dartmouth Health applied for and won a 3-year award from HRSA to support rural behavioral health workforce development on behalf of NH.
